This Central Intelligence Agency dossier on Cuban exile leader Manuel Ray Rivero was released in 2023 under the President John F. Kennedy Assassination Records Act. It contains biographical sketches of Ray as Castro's Minister of Public Works and later leader of the MRP and JURE, a 1965 report on his views of anti-Castro tactics, a Spanish report on his 1965 Madrid visit, and 1977 cables answering an FBI request. Those cables note he was declared persona non grata in Jamaica in December 1976.

MOST RECENT INFO OUR FILES ON ACTIVITIES MANUEL GRAY) RIVERO, AKA MANOLO, IS AMOI REPORT OF 9 AUG 68 INDICATING RAY PLANS TO DISSOLVE THE JUNTA REVOLUCIONARIA (JURE) WHICH HE HEADS AND HOLD A CONGRESS OF CUBAN EXILES IN 1955 TO CREATE NEW ORGANIZATION TO FIGHT CASTRO. REPORT CONTINUES THAT RAY AND ALFREDO (PEREZ) ALLEN STATED THEY WORKING WITH HAITIAN GROUPS WHO PARTICIPATED IN RECENT ABORTED INVASION HAITI. AMONG RAYS HAITIANS CONTACTS IS PIERRE RIGOT (PROBABLY RIGAUD) WHO IS NENTIONED AS THE ONE WHO WILL CARRY OUT A NEW INVASION ON HAITI. RAY CLAIMS RIGOT HAS PROMISED GIVE RAY OPERATIONAL BASES AND RADIO STATION IN HAITI IF INVASION SUCCESSFUL. RAY STATED HAITIAN OPS BASE WAS LOCATED IN BAHAMAS UNDER PROTECTION BRITISH GOVT AND THAT MOVEMENT TO FREE HAITI HAD SUPPORT OF PUERTO RICAN EX-GOVERNOR MUNOZ OARIN.

2. ACCORDING TO UPI PRESS RELEASE FROM PUERTO RICO PUBLISHED IN DIARIO LAS AMERICAS, 20 JUN 6S, RAY ANNOUNCED HE WAS WORKING WITH THE COMMITTEE FOR AID TO HAITIAN FIGHTERS. RAY MADE THE ANNOUNCEMENT AT A PAINTING EXHIBIT HELD AT PUERTO RICO ATHENAFACT 10
