This Central Intelligence Agency dossier on Cuban exile leader Manuel Ray Rivero was released in 2023 under the President John F. Kennedy Assassination Records Act. It contains biographical sketches of Ray as Castro's Minister of Public Works and later leader of the MRP and JURE, a 1965 report on his views of anti-Castro tactics, a Spanish report on his 1965 Madrid visit, and 1977 cables answering an FBI request. Those cables note he was declared persona non grata in Jamaica in December 1976.

where he participated in illegal procurement activities for the pro-Castro 26th of July Movement in Los Angeles. In May 1958 he fled to Mexico, and in January 1959 was in Cuba. Here he was employed as Civilian Chief of Organization in the Cuban Army, later as Chief Engineer of the Maintenance Department of the Ministry of Public Works, as well as technical assessor for Department of Education of the City of Havana, and ballistics instructor for reserve officers at the University of Havana.

Subject left Cuba and came to the U.S. in July 1960. (Masson DMA)

11. Attached in another COUNTY report which notes that Juan Erquiza had been indicted in California for violation of the law in connection with illegal manufacture and possession of firearms in February 1959. (Comment: Presumably when he was acquiring arms for the 26th of July Movement.) The report also contains interesting biographic data on Erquiza which will be useful to the Stalinist and his wife. This information has not been cleared for passage. Other Headquarters traces were summarized in WAVE 1598 of 7 May 1969.
