This Central Intelligence Agency dossier on Cuban exile leader Manuel Ray Rivero was released in 2023 under the President John F. Kennedy Assassination Records Act. It contains biographical sketches of Ray as Castro's Minister of Public Works and later leader of the MRP and JURE, a 1965 report on his views of anti-Castro tactics, a Spanish report on his 1965 Madrid visit, and 1977 cables answering an FBI request. Those cables note he was declared persona non grata in Jamaica in December 1976.

KUBAK and CDACID are trying to stay out of the whole situation as far as possible, and are maintaining 4 discordant silence given the rumors in the press reports, and the vetted prints in local California circles.

9. Until receipt of reference, Erquia's whereabouts were unknown. Erquia incidentally is something of a genius as an arms maker. Given the foregoing, it is difficult to suggest what can be said to DUEDCNS without blacklisting Erquia, particularly.

It is therefore suggested that in order to avoid further complications in an already complicated tale that the information officially exchanged in this instance be listed to the overt information in pars 1 and 2 above. It has been believed advisable to complete the details of Erquia's background just in case something develops which prompts him to use the incriminating Costa Rica letter and also so that the MIDDLESTATION Station will be completely aware of the delicacy of the information.
