This Central Intelligence Agency dossier on Cuban exile leader Manuel Ray Rivero was released in 2023 under the President John F. Kennedy Assassination Records Act. It contains biographical sketches of Ray as Castro's Minister of Public Works and later leader of the MRP and JURE, a 1965 report on his views of anti-Castro tactics, a Spanish report on his 1965 Madrid visit, and 1977 cables answering an FBI request. Those cables note he was declared persona non grata in Jamaica in December 1976.

organizations in California. American publicly denied this and stated the arms were purchased by the Government of Costa Rica and had been manufactured with DACID approval. Some press releases noted the arms were actually destined for Cuban enigre sources and bore the markings "JUSTE". Kruison also stated that the Erquia Company possessed a Federal license which precepted a state license for manufacture of machine guns. According to the press, Erquia left the U.S. for Guatemala in early February 1965.

4. For Station information only: For some time in the past, KUSAK and CDACID had been aware that Manual Antonio Ray Rivero, Cuban exile leader of the group, Junia Evoluciónaria Cultura (JUWE) had ordered arms from the Erquiafa Company and was seeking ways to export them out of the country. Moreover, it was known that Ray had secured the banking of the highest official circles in the Government of Costa Rica to set as consignee for arms order.

RECEIVED

In October 1964, CDACID requested a request from the Erquiafa Company for an export license in which the consignee was listed as "Casa Presidencial, Costa Rica". PRESIDENT San Jose was requested to confirm the transaction prior to issuance of any license.
