This Central Intelligence Agency dossier on Cuban exile leader Manuel Ray Rivero was released in 2023 under the President John F. Kennedy Assassination Records Act. It contains biographical sketches of Ray as Castro's Minister of Public Works and later leader of the MRP and JURE, a 1965 report on his views of anti-Castro tactics, a Spanish report on his 1965 Madrid visit, and 1977 cables answering an FBI request. Those cables note he was declared persona non grata in Jamaica in December 1976.

SUBJECT

: Current whereabouts of Juan EBQUIAGA Aizcorbe

1. This Agency has received information from the Peruvian National Intelligence Service that Juan ERQUIAGA Aizcorbe, owner of the Erquiga Arms Company, P. O. Box 3404, City of Industry, California, is currently in Lima, Peru. Subject hold a meeting with the Peruvian authorities in which he stated that at one time he was an officer in Fidel Castro's Army, but resigned upon discovering that Castro was a Communist.

2. ERQUIAGA further indicated that he was currently attempting to relocate his arms company to Peru since the U. S. Government had denied him permits to export arms from the U. S. to various unspecified countries.

3. This Agency will continue to keep your office informed concerning the activities and plans of the Subject.
