This Central Intelligence Agency dossier on Cuban exile leader Manuel Ray Rivero was released in 2023 under the President John F. Kennedy Assassination Records Act. It contains biographical sketches of Ray as Castro's Minister of Public Works and later leader of the MRP and JURE, a 1965 report on his views of anti-Castro tactics, a Spanish report on his 1965 Madrid visit, and 1977 cables answering an FBI request. Those cables note he was declared persona non grata in Jamaica in December 1976.

1. Attached is a telegram received at OO Washington from their man in Los Angeles concerning the Erdiaga Arms Company. You will notice that the FBI in Los Angeles has enquired if the company or any of the individuals meant anything to us. We will have to reply.

2. I suggest you advise Crimmins and that our reply be to the effect that we are aware that the arms being manufactured by Ergiaga were destined for the JURE, that we have been interested in monitoring the case as part of our responsibility to cover the activities of Cuban exile groups, but that the Agency has no interest either in the individuals involved or the company.
