This Central Intelligence Agency dossier on Cuban exile leader Manuel Ray Rivero was released in 2023 under the President John F. Kennedy Assassination Records Act. It contains biographical sketches of Ray as Castro's Minister of Public Works and later leader of the MRP and JURE, a 1965 report on his views of anti-Castro tactics, a Spanish report on his 1965 Madrid visit, and 1977 cables answering an FBI request. Those cables note he was declared persona non grata in Jamaica in December 1976.

Mr. C. They told me that they have never related to

Mr J Maybe in Washington but in California they are up to their ears

Mr. C I will take this up with them, not from the Cuba angle but on the basis of embarrassment to Costa Rica.

Mr F. I also noted that the documents out of Ermaga's tries had nothing to do with Costs Rice which bears out what Ray said about the papers of being in there. Once this thing is in court, the charges cannot be dropped

Mr. C: When is this supposed to come to trial?

Mr F: Well, it's a funny thing, but the defense keeps asking for postponement because his lawyers are afraid he'll be thrown in jail. Apparently he is a reasonably respectable businessman but he got caught up with Ernaga. Last time we heard, Erquiza was in Peru.
