This Central Intelligence Agency dossier on Cuban exile leader Manuel Ray Rivero was released in 2023 under the President John F. Kennedy Assassination Records Act. It contains biographical sketches of Ray as Castro's Minister of Public Works and later leader of the MRP and JURE, a 1965 report on his views of anti-Castro tactics, a Spanish report on his 1965 Madrid visit, and 1977 cables answering an FBI request. Those cables note he was declared persona non grata in Jamaica in December 1976.

Ar. Mr F. There's another way to save face. When arraigned tomorrow, have the judge order him fed introvenously Put him in a prison hospital.

Mr. C. He wants a press conference in the jail, as one of his conditions for stopping his hunger strike. He says he has bombshell announcements to make re his involvement in CIA activities. I told Father Hays who knows nothing of this and told him Howch was a rather adroit fellow. Anyway, I wanted to warn you of the revelation. He said to me "I understand he wants to have his bill made once he's out of jail, and plans to make more statements. Well, hell he can make any statement he wants to once he's out of jail.

Mr F: The only trouble with this thing is that this guy is going to start talking about CIA and CIA hasn't got a tinker's dian of saying anything.

Mr. C: Oh. we'll do something about that. He's being arraigned tomorrow with bond being set at $1000.

Mr. F. $1000 is pretty cheap. In fact, it's an insult.

Mr. C: Well, they felt a little vulnerable so they are knocking it down It normally is $5000.

Mr. F. My feeling is that I'm sorry we're enforcing the law. He's a kook but alot of these kooks could keep Fidel off balance.

Mr. C. It's a much higher price to pay in terms of propaganda loss.

Mr. F. We'll be sending you over a note about this but I got a call from Manolo Ray. The case is still under way, but he had an offer from someone in the local government to see what they could do to get the case dropped. I said that the USG was not going to get involved but if he had personal friends who could talk to the California authorities there, we would not interfere. You know who started this thing off? Our friends in the Treasury Department. The alchemy tax unit. They are the guys that urged the California Authorities to take action.

Mr C Oh no. Really?
