This Central Intelligence Agency dossier on Cuban exile leader Manuel Ray Rivero was released in 2023 under the President John F. Kennedy Assassination Records Act. It contains biographical sketches of Ray as Castro's Minister of Public Works and later leader of the MRP and JURE, a 1965 report on his views of anti-Castro tactics, a Spanish report on his 1965 Madrid visit, and 1977 cables answering an FBI request. Those cables note he was declared persona non grata in Jamaica in December 1976.

(a), and to bring you up-to-date. An unnamed source of FBI-LA advised that office that subject, then representing the last three of the above business styles, called on him in April and inquired as to the latter's ability to turn out vaguely described metal products, supposedly office equipment items. This presumably was a pretext as subject called again in May, then representing Communications Specialties, and asked if (this FBI) source could manufacture about 1,000 silencers, for use on 9 mm machine pistols, and meant (very confidentially) for a customer in northern California. Subject implied for himself an earlier association with Consolidated Electrodynamics Corp., a highly reputable scientific instrument manufacturer, and with Aerojet General Corp., which we know to be dabbling in ordnance specialties. Subject also made reference to some vague sales or business relationship with "the City of Commerce concern that was raided recently", undoubtedly Erquiaga Arms Co. 2. FBI-LA feels it must alert Customs on the off-chance that subject may be exporting this item, and also that it cannot afford not to advise the State of California Department of Justice, since mere possession of a silencer is a felony, and prior knowledge, in the event there was a major incident of any kind, would be difficult to explain.
