This Central Intelligence Agency dossier on Cuban exile leader Manuel Ray Rivero was released in 2023 under the President John F. Kennedy Assassination Records Act. It contains biographical sketches of Ray as Castro's Minister of Public Works and later leader of the MRP and JURE, a 1965 report on his views of anti-Castro tactics, a Spanish report on his 1965 Madrid visit, and 1977 cables answering an FBI request. Those cables note he was declared persona non grata in Jamaica in December 1976.

--so much has been said about him, pro and con, that I will confine my comments to my own personal impressions.
No is short, unimpressive and insignificant in appearance. He strikes no as intelligent, sincer, intense, and well-intentional. He speaks very quickly and is hard to understand. He makes his points with conviction but his remarks have very little theological content and on occasion are confusing. I know of his reputation of being able to inspire both strong loyalties and strong dislikes among Cubans, gained mainly as a result of his roles in the anti-Hutianist struggle and at the beginning of the contro regime. These considerations aside, to so he seems like a pleasant but uninspiring individual, nothing more.
