This Central Intelligence Agency dossier on Cuban exile leader Manuel Ray Rivero was released in 2023 under the President John F. Kennedy Assassination Records Act. It contains biographical sketches of Ray as Castro's Minister of Public Works and later leader of the MRP and JURE, a 1965 report on his views of anti-Castro tactics, a Spanish report on his 1965 Madrid visit, and 1977 cables answering an FBI request. Those cables note he was declared persona non grata in Jamaica in December 1976.

Reference is made to the request dated 30 November 1965 concerning Subject (A 12 499 923 TC). The files of this office contain the following pertinent information. 2. According to information dated August 1963, from a member of a group of Cuban emigrants trained in the techniques of information collection who have provided useful information since 1961, Subject was designated chief of intelligence by the National Direction Abroad of the Junta Revolutionaria Cubana (JURE, Cuban Revolutionary Junta), an anti-CASTRO Cuban exile group. Source said the intelligence group had been created in March 1953 on the orders of the national chief of the JURE, Manuel RAY Rivero (aka Manolo RAY), for the purpose of infiltrating JURE members into the various organizations which operated in the Miami, Florida area, as well as into agencies of the United States Government; further, that in April 1951, RAY had issued orders to infiltrate a trusted JURE member into this Agency in order to learn the details of any plans with regard to Cuba. The JURE also intended to introduce into Cuba leaflets containing information of a derogatory nature regarding the United States Government. Included in these leaflets was Subject's manifesto against the United States Government and against this Agency.
