Dear Harry:

Here goes my first promised weekly report. I do not know how good they will be or what good will they do, I will just keep my fingers crossed and hope for the best.

yesterday I got together with M.R. on the three questions and the results were completely negative.

On the first question about the Mexican visa he was as softly mad as he can get. He said that that was no way to start a relationship that was supposed to be of mutual cooperation and trust. That he was not an informer, paid informer that is, but somebody willing to give honest cooperation for the mutual benefit of the common cause. That a few days ago he sent a cable informing about the arrival of a certain person in Madrid that was beleived to be of no use to us but that he knows or beleives to be on the fence and ready for an approach. That if this was the way he was going to be treated by us he was perfectly willing not to continue as he had no doubt he could find other people in the government willing to listen and cooperate in more reasonable grounds. He mentioned the risks he took in Havana by meeting Jim Neal (I don't know if I got the name right) when he was minister of Public Works with Tidel as to show his willingness to cooperate but refuses to do so on unequal grounds or without due consideration. After quietly blowing off steam for a while we went on to the second question of the Radio broadcast plans: He says that the material will be recorded here in San Juan but broadcast from outside U.S. I asked him from there and he just smiled and said, "That is the other matter we have? The other matter were the addresses: His answer was that this was the same as if he had given us who his contacts in Cuba were and that he had already refused to do this. I explained as you suggested that this was for the purpose of keeping him advised of any information we may pick up regarding those addresses he did not accept this as a valid enough reason for him to furnish the addresses.

After this I went back on the three questions but he was firm and refused to judge. I believe that he is trying 1. - To obtain recognition or some kind of a commitment that will bolster his position in the already shaky position he holds at this time. 2. - To justify to himself and his followers however few they may be, that he maintains
