This is a December 1979 Central Intelligence Agency study published by the Directorate of Operations Counterintelligence Staff. It describes the Enemy Proselytizing Department (Cuc Dich Van) of the Socialist Republic of Vietnam Ministry of National Defense. The study traces the department's origins from 1941 through the French and Vietnam wars. It covers psychological warfare, fifth column penetration of ARVN and allied forces, the handling of US and allied prisoners of war, and the postwar reeducation of former ARVN personnel. It contains no material on UFOs.

His armed propaganda teams supported the attack byPAVN/SVNLA forces at the Y Bridge in Cholon; 11 team memberswere killed and the remainder withdrew from Saigon with Duc. Ducwas later captured in Saigon on 22 June 1968. Under interrogation, he revealed information which led to thearrest of COSVN MPS Major Nguyen Thanh Nhung, who had beendispatched to Saigon to recruit ARVN Chief of Staff Cao Van Vien,ARVN Major Dao Ngoc Diep, and seven other ARVN penetrationassets (one officer-and six NCOs and enlisted personnel). COSVNMPS Major Nguyen Thanh Nhung, a CDV staff officer, was marriedto Madame Cao Van Vien’s sister in North Vietnam. She reported hercontact with Nhung to her husband, who reported the matter to theARVN Military Security Service (MSS) for investigative action. Through information developed from Madame Cao Van Vien andfrom captured COSVN MPS Officer Penetration Subsection ChiefPham Minh Duc, CDV Major Nguyen Thanh Nhung was spotted andarrested in July 1968. During interrogation, ARVN Major Dao NgocDiep, a staff officer at the Dalat Military Academy, confessed that hehad been a CDV penetration of ARVN since 1953 when he wasinstructed by the CDV to join ARVN as a strategic long-range agentasset. By 1964, he was the chief of RVN Ba Xuyen Province, where heoperated under the COSVN MPS. At the time of his arrest in July1968, Diep was under instructions to obtain an assignment as anARVN province chief, and was to be provided by the COSVN MPSwith RVN 10 to 20 million piasters (US$55,000 to US$110,000 at theJuly 1968 black market exchange rate) to buy the position. Born about 1945 in Loc HungVillage, Dai Loc District, Quang Nam Province, Central Vietnam,Hai had studied mathematics at the University of Hue and wasanEnglish-language proselytizing cadre. Vu Hai alias Sau Vu, member, Nam Bo/COSVN MPS CommandGroup, 1955 to 1974. Born in 1918 in Haiphong/Hon Cay, NorthVietnam, Hai had operated during the 1945-1954 French ResistanceWar as a PAVN Political Staff Enemy Proselytizing Office agenthandler. In 1955, he was dispatched by the CDV to South Vietnam asa refugee fleeing the DRV regime. Upon arrival in South Vietnam, hewas assigned to the Nam Bo Region Party Committee Public SecurityOffice's Military Proselytizing Section (MPS). Between 1955 and1959, he headed the Nam Bo MPS Penetration Subsection, whichoperated against ARVN division-level units. During this period he wasarrested, escaped, and fled to Phnom Penh, Kampuchea, where hereestablished contact with the Nam Bo MPS. When the Nam Bo MPSbecame known as the COSVN MPS in 1960, he became a member ofits command group in charge of research affairs.
