This undated CIA memorandum for the Deputy Director for Administration, catalogued with an estimated date of 1973, reviews the agency's past drug research under the OFTEN and CHICKWIT projects run by its Office of Research and Development. It concludes that no drug programs remain undiscovered and that the planned agency-funded human testing of the chemical EA 3167 at Edgewood Arsenal never took place before the program ended in January 1973. It finds that only Edgewood could identify test subjects or evaluate the chemical's long-term effects.

Findings - ORD Projects OFTEN/CIIICKWIT involved drug research C. Conclusion - Confident that no programs are undiscovered; possibly but not likely, that a very few individual documents have escaped detection.
