This is the President's Intelligence Checklist for 11 September 1961, a Central Intelligence Agency daily briefing sent as a White House outgoing message. It reports on Berlin developments and Warsaw Pact military preparedness, and on Soviet missile tests from Tyura Tam that the CIA judges to be part of ICBM development. It also covers Adenauer's electoral decline, the easing Bizerte crisis, Indonesian disappointment with the Belgrade conference, and short notes on Iran, Afghanistan, Ghana, Katanga, Iraq, Tibet and Cuba. It contains no UFO material.

THERE WAS KNOX A SUCCESSFUL ICRM SHOT TO KNOX KAMCHATKA SATURDAY NIGHT. 50X1 3. ADENAUER'S PARTY LOSING GROUND. HIS CAMPAIGN TACTICS AGAINST BRANDT AND THE LATTER'S IDENTIFICATION WITH BERLIN HAVE CONTRIBUTED TO WHAT MAY TURN OUT TO BE A SUBSTANTIAL SHIFT OF VOTER SENTIMENT FROM THE CHRISTIAN DEMOCRATS TO THE SOCIALISTS. THE US EMBASSY BELIEVES THERE IS A SERIOUS POSSIBILITY THAT ADENAUER WILL NOT GET AN ABSOLUTE MAJORITY OF THE POPULAR VOTE AND WILL BE FORCED INTO SOME FORM OF COALITION. THE EMBASSY ALSO DOUBTS THAT ADENAUER WILL REMAIN LONG AS HEAD OF A NEW GOVERNMENT. DEPENSE MINISTER STRAUSS IS REPORTED TO HAVE SAID YESTERDAY THAT THE CHANCELLOR WILL STEP DOWN WITHIN TWO YEARS. 4. BIZERTE CRISIS EASES. BOURGUIBA'S WILLINGNESS TO BEGIN BILATERAL NEGOTIATIONS SEEMS LIKELY TO BRING ABOUT AN EVENTUAL COMPROMISE. THE TWO SIDES ARE ALREADY DISCUSSING AN EXCHANGE OF PRISONERS, BUT NEITHER HAS YET SHOWN ANY INTENTION OF WITHDRAWING FROM PRESENT MILITARY POSITION.
