This is a Central Intelligence Agency translation, dated 26 January 1993, of excerpts from a video report by O. Shommer on the "Utro" program of Moscow Central Television. The report describes EKIP ("ecology and progress"), a saucer-like aircraft being developed by the Saratov aviation factory. It combines wing and fuselage and uses an air cushion in place of an undercarriage, so it needs no airports and can land on snowy tundra or water. The presenter jokes that the meeting with a UFO did not take place after all.

It would seem that it is not so difficult to get into it after all. Unexpected things await us on earth. [video shows more shots of structure being worked on by technicians in what appears to be factory assembly shop] It is difficult to imagine that combining the wing and the fuselage and replacing the undercarriage with an air cushion could create a principally new aircraft which needs no airports. It can land on both snowy tundra or on water, and can lift cargoes up to half its own weight, which is 80 times more than modern cargo planes.
