This Central Intelligence Agency file, dated 16 February 1959, pairs an internal routing slip with a letter from Donald E. Keyhoe of NICAP. Keyhoe asks what part the CIA plays in UFO investigations, requests the full classified report of the 1953 scientists' panel, and asks for an interview with a CIA official. The slip notes that Major Tacker will answer Keyhoe on the position that the Air Force is the only agency qualified to speak on UFOs. It recommends telling Keyhoe his letter was referred to Tacker.

Dear Mr. Zarman B3 With the approval of Board members with whom I have discussed the situation, I am writing again to ask what part the Central Intelligence Agency plays in the official investigation of unidentified flying objects. Since January 1953 I have been aware of the fact that the Central Intelligence Agency assembled a group of scientists at the Pent to examine the evidence on UFOs and to decide or suggest a course of action. Several months ago I was questioned by an investigator of the McClellan Subcommittee on Government Operations. During one of the several interviews in which I gave the subcommittee a mass of verified evidence, I told the investigator of the 1953 meeting of scientists and suggested that he ask for the copy of the official report. Enter no told me that the Air Force explained that this was not Air Force document and that they would have to ask the approvance the agency involved. On still another occasion the investigator told me that this had proved to be the Central Intelligence Agency and that he had been sent a summary of the full report, which classified. Until that time, the Air Force had officially denied the existence of any such document. However, shortly after I had the verifi from the McClellan subcommittee investigator, the Air Force admitted that there was such a document, as I had cleared. With a short time they released what they said was a summary of the main points, and the conclusions of the scientists. No mention was made of the connection with the Central Intelligence Agen
