This Central Intelligence Agency memorandum for record, dated 28 July 1958 and signed by W. E. Lexow, Chief of the Applied Science Division, records a meeting with OSI representatives about a 3 July 1958 letter from Leon Davidson. They advised not answering the letter unless Public Relations policy required a reply, and if one had to be sent, a categorical no. They also proposed telling Davidson that public law bars such operations in the United States. The letter was then to go to the FBI in case Davidson was soliciting information for a subversive group.

MEMORANDUM FOR RECORD SUBJECT: Meeting with Representatives of Concerning Letter from Leon Davidson, dated 3 July 1958 1. A meeting was held this date with OSI representatives were Dr. Nackey and Mr. Lexqv. 2. Mr. Davidson's letter was read and discussed. Both Mr. were of the opinion that the letter should not be answered unless it was a policy of Public Relations to answer all letters. This policy will be checked with Mr. Chapin by Mr. Lexow. If an enser must be made, a categorical "no" to the question posed by Mr. Davidson was suggested by Mr. added that perhaps Davidson should be advised of the fact that we are barred from such operations in the United States by public law. 3. suggested that perhaps the FBI should receive Mr. Davidson's letter in the event that Mr. Davidson is working for any subversive group attempting to solicit information from the Agency. It was agreed that after any action on the part of GSI has been taken, the letter be forwarded to the person who would then take it up with the FBI. W. E.
