This Central Intelligence Agency memorandum, from Frederick C. Durant to the Assistant Director for Scientific Intelligence and dated 16 February 1953, is the report on the Office of Scientific Intelligence Scientific Advisory Panel on Unidentified Flying Objects, which met January 14 to 18, 1953, under Dr. H. P. Robertson. It gives a history of the meetings and the panel members' comments on cases such as Tremonton and Great Falls. The panel found no direct threat to national security and recommended an educational program to strip UFOs of their special status.

indications of hostile action, and the cultivation of a certain particular psychology in which skillful hostile propaganda could injure by systematic behavior and harmful distrust of duly constituted authority. 4. In order most effectively to strengthen the national facilities for the timely recognition and the appropriate handling of true initiation of hostile action, and to minimize the occurrence of damage attached to above, the Panel recommends: a That the national security units take transitive steps to strip the Unidentified Flyers of the key and therefore they have been given and the aura of my acquired; b. That the national security on intelligence, training, and public the material defenses and the most properly and to react most of hostile intent or action. We suggest that these aims may be achieved by an integration program designed to measure the public of the country for the purpose of the preparation to train personnel in false instruction quickly and effectively to prevent the occurrence of heart disease.
