This Central Intelligence Agency memorandum, from Frederick C. Durant to the Assistant Director for Scientific Intelligence and dated 16 February 1953, is the report on the Office of Scientific Intelligence Scientific Advisory Panel on Unidentified Flying Objects, which met January 14 to 18, 1953, under Dr. H. P. Robertson. It gives a history of the meetings and the panel members' comments on cases such as Tremonton and Great Falls. The panel found no direct threat to national security and recommended an educational program to strip UFOs of their special status.

The help of one or two psychologists and writers and a subcontractor to produce training films would be necessary in addition. Two formal considered that AT10's efforts, temporarily suspended on necessity, could be most useful in implementing any action taken as a result of its recommendations. Experience and records on AT10 would be of value in both the public educational and service training program envisions. Dr. Robertson at least uses of the opinion that after public guiltiness learned and the service experience, such as AT10, had been trained to sift out the most readily explained symptoms, there would still be a need for a very non-experienced AT10 question to cope with the residue of possible scientific investigations value.
