This Central Intelligence Agency memorandum, from Frederick C. Durant to the Assistant Director for Scientific Intelligence and dated 16 February 1953, is the report on the Office of Scientific Intelligence Scientific Advisory Panel on Unidentified Flying Objects, which met January 14 to 18, 1953, under Dr. H. P. Robertson. It gives a history of the meetings and the panel members' comments on cases such as Tremonton and Great Falls. The panel found no direct threat to national security and recommended an educational program to strip UFOs of their special status.

## POTENTIAL REAL ESTATE DADERS
The Panel members were in agreement with O/SI opinion that, although evidence of any direct threat from these sightings was wholly lacking, related dangers might well exist resulting from:
a. Mioidentification of cetual carry artifice by defense personnel.
b. Overloading of emergency reporting channels with "false" information ("noise to signal ratio" analogy-diskner).

Although not the concern of CIA, the first two of those problems may seriously affect the Air India Intelligence system, can be studied by experts, possibly under ADJ. If U.1.0.1.2 becomes obsolete in a reaction to the "Flying cancer" cause, or if reports ing channels are monitored with false or poorly documented reports, our capability of detecting hostile activity will be reduced.
Dr. Fuge noted that more constant concern or following of reported observations or near the source is required, and that this can be no misapplied by an educational position.
