This Central Intelligence Agency briefing from 22 August 1952 presents the Office of Scientific Intelligence review of the Air Force flying saucer investigation, with attachments dated 14 and 19 August. It traces sightings from 1947 and explains most as balloons, aircraft, astronomical bodies or atmospheric effects. About 20% remain unexplained. The briefing rules out US or Soviet weapons and space ships. Its main concerns are psychological warfare, false alerts to air defense, and civilian saucer groups.

The purpose of this presentation is to report the findings of the OEE study group as to the implications of the Flying Cancer problem.
I will start with a review of what we have done and a short history of the subject. I will outline the Air Force effort will go into the explanations of sightings. I will give you our conclusions.
Our group r viewed available intelligence, official reports, press and magazine coverage and the main popular books. Indents of the Soviet press were scanned. We spent a day at Wright Field with the officers conducting the Air Force study, and finally we took the problem to a group of our own consultants.
The Sauer Aircraft in this country started in June 1947 with a report of nine times flying in formation past Mount Rainier at an estimated speed of 1000 miles per hour. This was followed immediately
by a continuing and increasing flood of reports over the months.
