This memorandum was written by Arthur C. Lundahl, Director of the National Photographic Interpretation Center, to the CIA's Deputy Director for Intelligence and dated 7 February 1967. It describes the $325,000, 18-month U.S. Air Force contract under which the University of Colorado, led by Dr. E. U. Condon, is studying UFOs. It asks for approval to host project scientists on 20 February for a briefing on photogrammetry and optical equipment. It also says NPIC will not take part in writing the project's conclusions.

SUBJECT: U. S. Air Force Contract with the University of Colorado to Report on the UTO Situation 4. I can accommodate this USAF request but before doing so I would like your approval. I have told USAF representatives that I can have no part in writing whatever they might conclude on this UFO phenomenon but that I might be able to help them technically and thereby add to the government's cost effectiveness program. At the same time I might be able to preserve a CLA window on this program for whatever use UUGF night want to make of it. 5. I think that we should keep some views on this effort. Should you decide that I must refuse the visitors a technical briefing at LPIC. I would still reconsend that two of our technical people be permitted to conduct a photogrammetric round-table discussion for the scientists elsewhere. ## ARTUR C.
