This memorandum was written by Arthur C. Lundahl, Director of the National Photographic Interpretation Center, to the CIA's Deputy Director for Intelligence and dated 7 February 1967. It describes the $325,000, 18-month U.S. Air Force contract under which the University of Colorado, led by Dr. E. U. Condon, is studying UFOs. It asks for approval to host project scientists on 20 February for a briefing on photogrammetry and optical equipment. It also says NPIC will not take part in writing the project's conclusions.

MENUNUM FOR: Deputy Director for Intelligence SUBJECT: U. S. Air Force Contract with the University of Colorado to Report on the UFO Situation 1. As verbally reported to you during our morning staff meetings, the U. S. Air Force contract with the University of Colorado to investigate the URU situation is not unsevvy. This contract is set at $325,000 and is scheduled for completion in 18 months. Dr. E. U. Cocken, formerly director of U. S. Purca of Standards and now a Professor, leads the project at the University of Colorado. 2. Early in the proceedings Brig. General-El Ciller, USAF, emerged in the U.S. Air Force Equity Chief or SAFY, Research & Development Office (AFISK) along with Dr. Thomas Fitchford as the Washington leaders monitoring the project. Ciller contacted Imani about the project and a line of informal liaison was set up with Imani by which the USAF might get certain technical advises and services such as measurements and enlargements of alleged LID photos. These photos are rare so very little work and no commitment of LIDs are yet involved. These internal arrangements were also known to LSafY representatives and landed referred to keep than posted of any Air Force photos which might be of interest. 3. It is now requested by Ratchford that certain scientists be permitted to come to MIC on 20 February to discuss technical aspects of photogrammetry and to see some of our special optical gear which is used to measure, color, or trace iso-consistency of photos. These scientists include: Dr. H. U. Gorden University Colorado Dr. Robert Love Dr. Javle Sanders fr. killia. Frico Dr. John Colesen Ex Director of AFBST Ix Director of the National Academy of Sciences These personnel are all cleared for at least USAF Secret.
