This Central Intelligence Agency file holds an internal Office of Scientific Intelligence memo and a proposed reply from CIA General Counsel Lawrence R. Houston to Representative Joseph E. Karth. The reply answers a constituent's claims that the CIA created the flying saucer furor and was withholding parts of the January 1953 Scientific Advisory Panel report. It calls these claims entirely unfounded. It states that the CIA studied the national security threat with the Air Force in 1953, has taken part in no saucer activities since, and refers all correspondence to the Air Force.

C. ## ```markdown ``` In response to your 30 June inquiry concerning statements made by Leon Levinson in his 21 June letter to you, please be advised that Mr. Levinson has been involved in rather intensive correspondence with this Agency and with the Air Force since early 1950 on the matter of 1950's. Mr. Davidson believes that the Central Intelligence Agency is withholding information from him which would prove that this Agency is, to grant his letter to you "... solely responsible for creating the Flying Sensor future." He believes further that this information is contained in the Scientific Advisory Panel report on 1901's, dated 17 January 1933, (Secret). Mr. Davison was supplied with the declassified and "Official" version of this report, but this apparently has only served to convince him that what is being withheld is information which would prove his claim. This is in spite of the fact that he was informed as long ago as 20 May 1930 that "The complete formal report of the penal has not been fully declassified for security reasons. The Verbal Report is not available to the general public for distribution or reproduction." And "For your information, the declassified portion of the Formal Report and the unofficial supplement did not deal specifically with 1901's but on other matters of intelligence significance which affect the national security."
