This Central Intelligence Agency memorandum, dated 23 March 1958, went from the Assistant Director for Scientific Intelligence to the Assistant Director, Office of Operations, under the subject Unidentified Flying Objects. It says that letters addressed to the Director of Central Intelligence were passed on so that responses could be prepared. It calls the matters they raise rather critical and asks for comments on the last two paragraphs on page three of Major Keynes's letter.

The attached copies of letters addressed to the Director of Central Intelligence have been passed to this Office for preparation of appropriate responses. 2. The statements and inquiries made in these letters involve a number of rather critical matters. It is important that our responses be carefully prepared. 3. Accordingly, I would like to have your comments relative to the last two paragraphs on page three of Major Keynes's letter as soon as possible.
