This is a 31 October 1955 memorandum from the Central Intelligence Agency's Office of Scientific Intelligence, signed by an Assistant Director for Scientific Intelligence. It reports on debriefings of four observers who saw objects from a train at night. They described a luminous object rising rapidly and rotating, with lights like eyes, which then turned sharply into horizontal flight. The memo concludes that the evidence is not firm enough to show that a radically new type of aircraft had been developed and put into operation.

Director of Control Intelligence Lightings of Flying Lancers or Unconventional Firecraft All four participants in the observation of the flying caverns national airways have now been debriefed and the following is a summary of their observations. 2. The party was travelling by train and met the specific request of the trial to use rail transportation whenever it was at all possible. The lightings were noted about ten minutes beyond the start of 1910 hours when it was already dark. The lightings was resting alone in his compartment with the lights out when he raised a still cross-country crossing till rising quite rapidly. So informed the other members of the party who were accompanying the other compartment and a few minutes later they too observed another object. 3. never saw the form of the object only the luminous ball. It was observed only two lights resembling eyes. It was also a similarly object with a single light in the middle at the top and a rotating light or lights similar to consists at the base. It was also observed that the impression that the object could have been on small as a rocket although there were no objects available to produce a satisfactory scale and no trail was left by the rising ball. The object was transferred the size of the object to be visible to that of a U.S. jet fighter. However, it was believed that the object did not record any aircraft, rocket or balloon that he had ever seen. All observers agree on the impression that the object was rotating or thrilling during its rise along its initial steep trajectory. Neither the object nor the charge in this trajectory, but the object was not observed to rotate that the object altered its pattern to horizontal flight quite sharply. Neither the object nor the charge in any objects on the ground with the exception of the earth light, but the object reported the presence of a triangular object with three lights which appeared to be ejected from a launching site. 4. In order on the interview so far, the only testimony which would support the existence of flying aircraft or radically unconventional aircraft is that of Const. Co.
