This Central Intelligence Agency memorandum, dated 4 May 1954, is from the Assistant Director for Scientific Intelligence, H. Marshall Chadwell, to Walter Pforzheimer of the Office of General Counsel. It attaches a suggested draft reply to Senator Johnson's letter of 19 April 1954 about a constituent's inquiry on flying saucers. The draft says most reported sightings have been explained as natural phenomena and the rest lack scientific detail. It advises the Senator to answer without citing the Agency and to refer further questions to the Air Force.
