This Central Intelligence Agency information report, dated 31 July 1950 and marked unevaluated, forwards a translation of an article by Dr. Eduard Ludwig of Santiago, Chile, written for Condor, a German language magazine published in Chile. Ludwig describes rotor experiments at the Junkers research plant in Dessau. He argues that flying discs may be gas-turbine aircraft that use Flettner rotors and boundary layer effects. He suggests this German science may have fallen into Russian hands.

The article is entitled "The Mystery of the 'Flying Discs,' a contribution to its possible explanation". The significant conclusion drawn by the scie , this report is that the old handiwork of " boundary layer " as a moving object or airfoil has been exploited to produce an advantageous reaction and is the factor controlling the success of the " flying saucer " type of airfoil .
