This is a letter dated 24 December 1974 from CIA Director W. E. Colby to the President, with annexes attached. It responds to a New York Times article about CIA domestic intelligence activity. The letter denies that the Agency ran a "massive" domestic effort. It traces a counterintelligence program on foreign links with American dissidents, which ran from 1967 until it was ended in March 1974, and admits improper actions such as mail opening, break-ins and the surveillance of reporters. The attached memoranda restrict such activities.

FOREIGN ORGANIZATIONS AND INDIVIDUALS INVOLVED AND ONLY INCIDENTALLY ON THEIR AMERICAN CONTACTS. IN DOING THIS, FOLLOUING WILL APPLY:

A. WHENEVER INFORMATION IS UNCOVERED AS A BY- PRODUCT RESULT OF CIA FOREIGN-TARGETED INTELLIGENCE OR COUNTERINTELLIGENCE OPERATIONS ABROAD WHICH MAKES AMERICANS ABROAD SUSPECT FOR SECURITY OR COUNTERINTELLIGENCE REASONS. THE INFORMATION WILL BE REPORTED BY CIA IN THE FOLLOWING MANNER.

9 {1} WITH RESPECT TO PRIVATE AMERICAN CITIZENS ABROAD, SUCH INFORMATION WILL BE REPORTED TO THE FBI.

{2} WITH RESPECT TO OFFICIAL U.S. PERSONNEL ABROAD, SUCH INFORMATION WILL BE REPORTED TO THEIR PARENT AGENCY'S SECURITY AUTHORITIES, AND TO THE FBC IF APPROPRIATE IN BOTH SUCH CASES, UNDER THIS SUB-PARAGRAPH, SPECI-FIC CIA OPERATIONS WILL NOT BE MOUNTED AGAINST SUCH INDI-VIDUALS; CIA RESPONSIBILITIES THEREAFTER WILL BE RESTRICTED
