This Central Intelligence Agency release gathers financial records for MKULTRA Subproject 52, with dates running from 1955 to 1964. It includes invoices, certifications, vouchers, receipts, bank statements and expense notebooks for a chemical consultant who was paid to procure and prepare specified chemicals for TSD/BB. The project records describe novel chemicals that could not be obtained through normal channels, among them tetrahydroacridine, dimethyltryptamine and 4-hydroxytryptophan. The documents contain no UFO material.

# MEMORANDUM OF AGREEMENT The purpose of this Memorandum of Agreement is to set forth the mutual administrative responsibilities of the principal research investigator and the sponsor. Therefore, it is mutually agreed that, A. The principal investigator shall submit to the sponsor, at six month intervals, an informal statement of expenditures of monies advanced for research activities. It is understood that the investigator shall submit receipts, invoices, or photostats thereof, of all reimbursements made to suppliers, contacts or consultants for goods or services. It is agreed that should the procurement of a receipt arouse suspicion of motives, or prove impossible to obtain, the investigator shall certify the expenditure, subject to the approval of the sponsor. B. The investigator shall upon completion of the program, return to the sponsor any unexpended funds that had been advanced for the research program. C. The investigator shall open and maintain a special bank account for receipt of all funds advanced by the sponsor. In addition to this, the investigator shall sign a Declaration of Trust on the special bank account. D. Title to permanent equipment purchased with funds advanced to the principal investigator shall remain with the sponsor. Upon completion of the program the sponsor will instruct the investigator as to the method and mode of disposal. E. It is agreed that travel expenses of the investigator shall be documented by travel stubs, hotel bill and any other pertinent receipts that are available, within the sponsor's policy framework. However, it is understood that travel expenses of suppliers, collectors or consultants shall be documented only if such a documentation is an accepted practice and fits within the cover framework of the investigator. Also, it is agreed that the arrangement may arise wherein the collector shall submit to the investigator a fixed price, which includes any travel, for a given collection expedition. In such cases, travel documentation would prove impractical from a security viewpoint, hence documentation would not be required. F. Technical reports will be submitted on research progress at least semi-annually. Date: 6 Dec. 1955
