This CIA FOIA release, dated December 5, 2004, holds correspondence from Larry W. Bryant, an independent writer who asked for a records-search fee waiver while researching the "McCarthy Saga" involving John J. McCarthy. It includes Bryant's September 18, 2004 appeal of CIA FOIA manager Scott Koch's denial, which had placed him in the commercial requester category. It also includes his notice that attorney Mark S. Zaid would file suit in the U.S. District Court for the District of Columbia. One page was denied.

Having included in that appeal certain concrete, persuasive evidence of my requester status (and having accumulated more of the same evidence since that time), I hereby serve notice upon you that I'm instructing my attorney, Mark S. Zaid, Esq., to file the appropriate complaint, on my behalf, circa Dec. 27, 2004, in U. S. District Court for the District of Columbia. By snail-mail, I'm sending to you a signed printout of this e-formatted letter. Copy furnished to: Mark S. Zaid, Esq. (Washington, D.C.)
