This is Volume Three of the CIA Directorate of Science and Technology Historical Series on the Office of Scientific Intelligence (OSI), 1949 to 1968, written by Karl H. Weber in June 1972 and approved for release in 2008. It holds three annexes, on OSI publications, OSI's external assistance and contracting program, and OSI's interaction with the National Security Agency. The released text covers production planning, review boards, current intelligence periodicals and future threat forecasting. It does not discuss UFOs.

means of defending their items. When was transferred from OSI to become the basis for FMSAC, the then Deputy Assistant Director became a member of the SID Board. Subsequently a member of Project Staff, FMSAC, was assigned this responsibility. To some degree in the early days of the Board and to a large extent in 1964 and 1965, the Board spent many hours reviewing draft items for both substantive and editorial problems. In early 1966, efforts were made to limit Board review to major problems. Thus, the Board currently reviews the articles to determine their worthiness for publication, to ascertain that they are not in conflict with accepted Community or Agency positions, and to determine whether there is sufficient evidence to support the conclusions and whether the conclusions are the logical ones to have been drawn from the evidence. During Board sessions, major objections or comments from other Agency offices are considered, and accepted or rejected. The multiplicity of review, while having an overall effect of improving the articles published in the SID, may at the same time be both a temporal and psychological block to publication and thus discourage many analysts.
