has had to rely on contractors for the use of complex equipment for analysis; for example, complex computers that were unavailable in the Agency and impractical to purchase. The earliest contacts were little more than informal arrangements in pre-OSI days between ORE, and a few members of the scientific world who already had an interest in fostering the development of scientific intelligence. These men and others like them apparently provided useful, though general, guidance for the earliest stages of OSI development. It was not until late 1949 and early 1950, that the first AD/OSI, Dr. Willard Machle, began to pursue a more aggressive and formal program to arrange for external assistance.
