This Central Intelligence Agency translation, dated 2 November 1967, abstracts a Polish article from Zolnierz Wolnosci of December 1967. It reports that in November 1967 the Soviet Union set up a committee within DOSAF to investigate unidentified flying objects, led by Air Force Major General Porfir Stolyarov. The general recommended a photographic investigation method. The Pulkovo and Crimea astronomical observatories would correlate the data, and a network of observatories across the USSR, along with civil aviation, would make the observations.
