This Central Intelligence Agency file from July 1958 holds a routing slip and an internal memorandum about a letter Leon Davidson wrote on 3 July 1958. W. E. Lexow, Chief of the Applied Science Division, OSI, wrote the memo, which records that OSI representatives recommended not answering the letter unless Agency policy required it. If a reply had to be sent, they suggested a categorical no, with a reference to the public law barring such operations in the United States. They also proposed forwarding the letter to the FBI.

They feel, as I do, that this will rarely spark another letter from Mr. Davideon. They also feel he may have written for motives, some of them perhaps not in the last interest of this country. However, if a letter must be drected, I suggest we state that the answer to his question is a categorical "do." Also, inference can be made to public law which prohibits all area engaging in any activities such as this within the United States. For your information, would like to refer a copy of this letter to the FEL for appropriate written. I will undertake to send this information provided you have no objections.
