This Central Intelligence Agency memorandum by F. C. Durant reports on the January 1953 meetings of the Office of Scientific Intelligence Scientific Advisory Panel on Unidentified Flying Objects, chaired by Dr. H. P. Robertson. It covers the history of the sessions and the panel members' comments on individual cases, radar interference, instrumentation and an educational program. The panel concluded unanimously that the sightings showed no direct threat to national security. It recommended training and public education to strip UFOs of their special status.

The Panel Members were in agreement with O/SI opinion that, although evidence of any direct threat from these sightings was wholly lacking, related dangers might well exist resulting from: a. Misidentification of actual carry artifacts by defence personnel.
b. Overloading of emergency reporting channels with "false" information ("noise to signal ratio" analogy-Backner).
e. Subjovinity of public to use hypotonia and greater value inability to possible carry psychological variace.
Although not the concern of CIA, the first two of those problems may seriously affect the Mac Provaso intelligence system, can be studied by experts, possibly under ADJ. If U.A.I.O. is more closely credited in a reaction to the "flying causes" cause, or if reports ing channels are correlated with false or poorly documented reports, our capability of detecting hostile activity will be reduced.
Dr. Page noted that more consistent conceiving or filtering of reported observations or near the source is required, and that this can be accomplished by an educational process.
