This is a Central Intelligence Agency memorandum dated 4 January 1965 from Donald F. Chamberlain of the Office of Scientific Intelligence to the Assistant Director for Special Activities. It reviews an incident on 19 November 1964 in which a US Navy F-8C pilot reported a delta-shaped object faster than Mach 3. The memo concludes that there was no ultra-high-speed UFO. The object was probably a high-performance fighter, possibly a MiG-21 on reconnaissance. The file also includes a 1958 memo that refers reported UFO photography to the Air Force.

b. At the time, the radar was undergoing an evaluation test program - heard, the use of a recording camera. 3. In view of the and pilot observation, it is concluded that the so-called USO on 19 November was probably a delimiting fighter of a type having a significantly higher climb performance than the S-5C at the 50,000 foot altitude regime. Based on the limited information provided in the associated correspondence, other objects reported during the period of 16 to 24 November would appear to be unclassified aircraft. 4. Apparently, missile that firings were scheduled during this time period, and it is conceivable that the area in question could have been an attractive target for reconnaissance. The base located 325 n.m. from the eastern during the 19 November incident, well within MiGy21 range.
