This 1961 Central Intelligence Agency file holds an internal memo and a proposed reply from General Counsel Lawrence R. Houston to Representative Joseph E. Karth. It concerns a constituent, Mr. Davidson, who had written to the CIA about flying saucers since the 1950s. He claimed the Agency created the flying saucer phenomenon and was withholding parts of the Scientific Advisory Panel report of January 1953. The reply calls his claims entirely unfounded. It says CIA took part in the 1953 study with the Air Force and has since referred all saucer correspondence to the Air Force.

Asistant Director, SI Reply to the Honorable Joseph E. Karth 1. In response to your 5 July request, a proposed reply to the Honorable Joseph K. Earth is attached. 2. As is indicated, we have received a number of letters from Mr. Davidson on the subject of Flying Saucers since 1950. We have in every case referred these letters to the Air Force for appropriate reply in much as they are the Executive Agent in such matters. In each instance we have notified Mr. Davidson of such action. 3.
