SUBJECT: Reported Photography of Unidentified Flying Objects

REFERENCE: Your memorandum [PIC-7-53] dated 1 October 1953, Same Subject

1. The following information is supplied in answer to the referenced memorandum.

2. OCI has an interest in keeping track of UFO's, however, the overall community responsibility for a) investigating UFO's and b) handling all information released to the public so vested in the Department of the Air Force. The Agency, from the Director on down, has recently been flooded by queries concerning UFO's as a result of the declassification of a portion of the "Flying Scucer Report of January 1953." All of these have been referred, with only acknowledgment by us, to Major Lawrence J. Tacker, USAF, SAFIS, Room 40916, Pentagon, who has the public relations responsibility for the Air Force. When some problem of investigation comes up, we normally refer the matter to Mr. J. H. Gilmore of AFCEI, Room 40914, Pentagon. If it is agreeable with you, we would like to refer a copy of your memorandum to Mr. Gilmore so that the appropriate investigation of this matter may be made for the benefit of the entire community.

3. This, I think, answers your query regarding the UFO photographs that Mr. Fine purportedly has. I assume that this matter would be entirely separate from the problem of Mr. Fine's new films and emissions, which you undoubtedly would handle through your normal channels.
