This CIA Scientific Intelligence memorandum, signed by a Cooper, is a poorly legible review of a dispatch dated 23 October 1955 reporting two flying saucer or disc-like aircraft. An interviewed witness saw only lights that rose vertically and passed overhead silently, and the memo judges his account insufficient to confirm anything unconventional, urging interrogation of the others. It recalls that the Robertson group found earlier U.S. sightings posed no security threat and notes a Project Y at a firm developing a high-performance vertical take-off aircraft.

REVIEW : Nýjeg sorsors of unideventical aircraft 1. A diopatch (m) Prigos, C-103, dated 23 October 1955, reported the alighting of two flying aircraft or diso-like international aircraft. An interview with one of the four officers of these aircraft called 15 confirm in several respects the information given in the diopatch. 2. His observations were limited to flying the lights which initially cross vertically and then expanded the train and passed over head at a high altitude. He failed to observe the only of the object and had no feeling as to whether it was real, dir-liho or even square. His only reason for desirity on unconventional nature to the object was that it rose vertically and appeared to glide in a manner unlike any aircraft he had previously seen. However, in view of the fact that it was clear, that he thought the aircraft quite high (9000 feet) and that his observations were indolently consistent by the same genius that he had seen a flying aircraft, too much confidence except to give to his observation. The fact that no noise he heard may also have influenced his opinion on the unconventional characteristic of the object. In also failed to confirm the existence of the train official following the incident. It is my belief that the existence alone could not confirm the existence of any unconventional circumstance. However, he was not in a position to have as good a look as were the other members of the party. In very careful interrogation of the other members is in order. 3. Do years ago, Dr. Robertson healed a group which investigated U.S. lightning of flying causes.
