This CIA file on flying saucers includes a memorandum from Director Walter B. Smith to the Director of the Psychological Strategy Board. Smith says unidentified flying objects may matter for psychological warfare as well as intelligence and operations. The file also holds an Office of Scientific Intelligence study, draft NSC and Secretary of Defense papers proposing a centrally run research program, a briefing on the Air Force's small ATIC section under Captain Ruppelt, and a Project Blue Book paper on weather and research balloons.

There are a number of standard analytical processes that might be used if this problem should be Air Force considered the inquiry worth a full blown effort. It might define in detail the research objectives to be used in relation to the questionnaire. After the areas of most profitable research had been determined, a logical next step would be to isolate the important elements in each problem area. A third step would be to set up means by which to make many useful cross comparisons. Fourth, trend studies as well as area studies could be made. Finally, there might be an objective study on the attributes of available data. In summary, the limited central administrative support given to the project by Air Force, coupled with the extremely limited scope of the analytical work done thus far, has placed a strict ceiling on the kind of interpretations that can be made from material now available. √ Wait, let's look at the image again.
