This Central Intelligence Agency information report, distributed 31 July 1950 and marked unevaluated, forwards a translated article by Dr. Eduard Ludwig of Santiago, Chile, written for the German-language magazine Condor. Ludwig worked at the Junkers research plant in Dessau. He argues that the flying discs could be aircraft built on German research into boundary-layer aerodynamics, driven by gas turbines and fitted with Flettner rotors. He suggests that this technology may have fallen into Russian hands.

Attached for your information is a copy, in translation, of an article submitted by Dr. Eduard Ludwig for publication in Condor, a German language magazine published in Chile. The article is entitled "The Mystery of the 'Flying Discs,' a contribution to its possible explanation". The significant conclusion drawn by the scien tist in this report is that the old handicap of " boundary layer " as a moving object or airfoil has been explained to produce an advantageous reaction and is the factor controlling the success of the " flying saucer " type of airfoil.
