Uniftrsity of Colorado Report on Unidentified Flying Objects
by a
Panel or the National A.cademy of Sd.enees
The Panel wu appointed in the latter part of October and early
Noftmber 1968. The charge to the Panel was "to provide an independent
&!sessment or the scope, methodology, and findings or the (University
or Colorado) study as reflected in the (University's) Report." While
the Panel largely restricted its review to this charge, it was thought
both appro~iate and necessary that the Panel become familiar with various
scientific points of View u presented in other publications and reports
by technically trained persons.
It w~ not the ta:tk or the Panel to oonduet its own study or OFOs
or to inVite advccates, scientH"ically trained or not, or various points
of view to hearings. The task was to study the University's Report
and to as.sess: First, its scope; namely, did the Report, in the opinion
or the Panel, COftr those topics that a scientU"ic study or UFO snencaena
should have embraced? Seoond, 1 t.s methodology; namely, did the Report,
in the opinion of the Panel, reveal an acceptabl~ scientific methodology
and approach to the subject? Third, its r1ndings; namely, were the
oonclu:sioms and interpretations warranted by the eVidence and analyses
as presented in . the Report and were they reasonable?
In the course of its review the Panel oorusul ted papers on the same
subject by technically trained persons (tor enmple, Wllliam Markowitz,
